تخفيض الاستهلاك الطاقوي كآلية لضمان الأمن الطاقوي في الجزائر: دراسة قياسية للفترة (1999-2018)

Résumé: تهدف هذه الورقة البحثية إلى إبراز دور سياسة تخفيض الاستهلاك الطاقوي في تحقيق وضمان الأمن الطاقوي في الجزائر، من خلال معرفة جوانب هامة مؤثرة في زيادة الاستهلاك الطاقوي ومنه التأثير على الأمن الطاقوي بصفة عامة في الجزائر، وذلك باستخدام المنهج الوصفي التحليلي لتبيان تأثير بعض المتغيرات البارزة على جانب الإستهلاك الطاقوي في الجزائر، مع التركيز على الطرق القياسية لبناء النموذج الذي يفسر تأثير هذه المتغيرات على الإستهلاك الطاقوي في الجزائر خلال الفترة الممتدة من 1999 إلى 2018. وتوصلت نتائج هذه الدراسة إلى ما مفاده وجود معنوية ذات تأثير إيجابي لثلاث متغيرات رئيسية على الاستهلاك الطاقوي وهي عدد السكان، الحظيرة الوطنية للسيارات والحظيرة الوطنية للسكن، ومنه التأثير على وضعية الأمن الطاقوي في الجزائر، وبالتالي خلص البحث إلى أن آلية تخفيض الاستهلاك الطاقوي من أجل ضمان الأمن الطاقوي في الجزائر تتمحور حول التحكم في هذه المتغيرات المدروسة. This research paper aims to highlight the role of the policy of reducing energy consumption in achieving and ensuring energy security in Algeria, by knowing important aspects affecting the increase in energy consumption, including the impact on energy security in general in Algeria, using the descriptive analytical approach to show the impact of some prominent variables on The aspect of energy consumption in Algeria, with a focus on standard methods for building a model that explains the impact of these variables on energy consumption in Algeria during the period from 1999 to 2018. The results of this study concluded that there is a significant positive impact of three main variables on energy consumption, namely the population, the national car park and the national housing park, and from it the impact on the energy security situation in Algeria, and thus the research concluded that the mechanism of reducing energy consumption in order to ensure Energy security in Algeria revolves around controlling these studied variables.
