دور الجيش الوطني الشّعبي في النظام السّياسي في ظل التحوّلات الإيديولوجيّة للدّولة الجزائريّة

Résumé: مباشرة بعد استقلال الجزائر عن فرنسا، تم ميلاد الجيش الوطني الشّعبي كسليل لجيش التحرير الوطني. هذا الجيش الذي شارك في بناء الدّولة الجزائرية المستقلّة، وذلك بالاعتماد على الشّرعيّة التاريخيّة، ومن خلال الأدوار السياسيّة، الاجتماعية، والاقتصادية، بالإضافة إلى أدواره العملياتيّة، العسكريّة، والأمنيّة، التي اضطلع بها الجيش الوطني الشّعبي في النصوص الدستورية، بداية من دستور سنة 1963، وميثاق الجزائر لسنة 1964، والتي تم تكريسها في دستور سنة 1976. وذلك بالموازاة مع النهج الأيديولوجي الاشتراكي المبني على الأحاديّة الحزبيّة، الذي انتهجته الدّولة الجزائرية غداة الاستقلال، حيث كان لهذا التوجه إيجابياته، التي تمثّلت في بعث الدّولة الجزائريّة، وسلبياته التي أدّت إلى الأزمات التي شهدتها البلاد في نهاية الثمانينات، والتي كانت أهم الأسباب التي أدّت إلى التّحول الليبرالي المفاجيء الذي شهته البلاد في دستور 1989، أين كانت مهام الجيش الوطني الشّعبي في صلب هذا التحول، من خلال السّعي نحو الاحترافية والاكتفاء بالمهام العسكرية والأمنية، أين تم تكريس هذا التوجه في دستور 1996، وتعديلاته التي كان آخرها سنة 2020، كل ذلك من خلال الإجابة في هذه الورقة عن إشكاليّة التحولات التي شهدتها مهام الجيش الوطني الشّعبي في النظام السياسي خلال مختلف مراحل تطور الدولة الجزائرية المعاصرة، ليس فقط باعتباره أداة لحماية الدولة، وإنما كذلك باعتباره شريكا في حكمها. Abstract: Immediately after the independence of Algeria from France, the People's National Army (PNA) was born as a descendant of the National Liberation Army. This army that participated in building the independent Algerian state, by relying on historical legitimacy, and through political, social, and economic roles, in addition to its operational, military, and security roles, which the PNA has assumed in constitutional texts, beginning with the Constitution of 1963 and the Algiers Charter of 1964, which were enshrined in the Constitution of 1976. This is in parallel with The socialist ideological approach based on Unipartisan, which the Algerian state adopted after independence, as this approach had its advantages, which were represented in the resurrection of the Algerian state, and its disadvantages that led to the crises that the country witnessed at the end of the eighties, and which were the most important reasons that led to the sudden liberal transformation that the country experienced in the 1989 constitution, where The tasks of the PNA were at the core of this transformation, by seeking professionalism and being satisfied with military and security tasks. Where was this trend enshrined in the 1996 Constitution, and its amendments, the last of which was in 2020, All this through the answer in this paper about the problematic of the transformations that the PNA has witnessed in the political system during the various stages of the development of the contemporary Algerian state, not only as a tool to protect the state, but also as a partner in its rule.
