التحول الرقمي و مدى مساهمته في الحد من آثار جائحة كورونا :حالة الإقتصاد الجزائري

Résumé: ملخص: نحاول من خلال هذه الورقة البحثية، توضيح ضرورة التوجه نحو تطبيق إستراتجيات التحول الرقمي ، الذي يعتبر أحد الحلول الناجعة في التصدي لآثار الصدمات التي تضرب الإقتصاديات الوطنية ، و لجائحة كورونا لخير دليل عن ذلك ، فبالرغم من آثارها الوخيمة على الإقتصاد العالمي، إلا أنها اثبتت ضرورة الإعتماد على إستراتجيات التحول الرقمي في مختلف القطاعات المشكلة للإقتصاد الوطني . و لقد توصلت الدراسة إلى جملة من النتائج المرتبطة بضرورة تطوير البنية التحتية لقطاع الإعلام و الإتصال ، الذي يلعب دورا رياديا في رقمنة كل القطاعات المشكلة للإقتصاد الوطني ، و التي من شأنها التخفيف من الصدمات التي قد تعصف يالإقتصاديات الوطنية، و لا يكون ذلك إلا من خلال الإعتماد على المورد البشري الذي يعتبر الحلقة الفعالة في تطوير إستراتجيات التحول الرقمي من خلال البحث و الإبتكار، و كذا ضرورة الإعتماد على تفعيل دور إدارة المخاطر . الكلمات المفتاحية: تحول رقمي - كورونا - إبتكار – مورد بشري – إدارة مخاطر - جزائر Abstract : We are trying, through this research paper, to clarify the need to move towards the implementation of digital transformation strategies, which is considered one of the effective solutions in addressing the effects of shocks that strike national economies, and the Corona pandemic is the best evidence for that, despite its dire effects on the global economy, it has proven the necessity Relying on digital transformation strategies in the various sectors that form the national economy. The study reached a number of results related to the need to develop the infrastructure of the media and communication sector, which plays a leading role in digitizing all sectors that form the national economy, and that would mitigate the shocks that may afflict the national economies, and this can only be done through Relying on the human resource, which is the effective link in developing digital transformation strategies through research and innovation.
