الحماية العالمية لحرية الرأي والتعبير في ظل تطور تكنولوجيا الإعلام والاتصال

Résumé: شهد العالم منذ بداية القرن الواحد والعشرين تطورا كبيرا ومتسارعا في مجال تكنولوجيا الإعلام والاتصال مما أثر بشكل كبير على التمتع بحرية الرأي والتعبير، وما يتبعه من حرية الإعلام وحرية الصحافة، حيث تفاوتت تلك الآثار بين ما هو إيجابي وما هو سلبي، وتهدف هذه الدراسة إلى البحث في الجهود العالمية لحماية هذه الحريات في ظل التطور التكنولوجي المرتبط بها، وذلك بالكشف عن الدور الذي لعبته منظمة الأمم المتحدة وهيئة الأمم المتحدة للتربية والعلم والثقافة في مجال حماية حرية الرأي والتعبير في ظل تكنولوجيا الإعلام والاتصال. Since the beginning of the twenty-first century the world has experienced a great development in the field of information and communication technologies, this has significantly affected the right to freedom of opinion and expression, whether in a positive or negative way. This study aims to reveal global efforts to protect the right to freedom of opinion and expression after the increase of the technological development, highlighting the role played by the United Nations and UNESCO in protecting freedom of opinion and expression in the light of the development of information and communication technologies.
