المجتمع المدني في الجزائر ، وعملية التحول الديمقراطي

Résumé: تقوم هذه الدراسة بتحليل مفهوم المجتمع المدني بصفة عامة ، و في الجزائر بصفة خاصة ظهوره وتطوره ، بالإضافة الى دوره في عملية التحول الديمقراطي ، و التي تبرز من خلال عمليتي التنشئة السياسية والمشاركة السياسية ، و كذا علاقته بالنظام السياسي في الجزائر . ثم يتم تناول الصعوبات والعراقيل التي ظلت تواجه هذا المجتمع المدني في القيام بدوره. وأخيرا يتم تناول وسائل دفع المجتمع المدني وتدعيمه لكي يقوم بدوره على أحسن وجه . و تنبع أهمية هذه الدراسة من أنها تتناول موضوعا هاما ، مرتبطا بنجاح الديمقراطية ، و هو مساهمة المجتمع المدني في ذلك ،انطلاقا من الإستفادة من تجارب دول اخرى سبقت الجزائر. و لكن رغم هذا، فان المجتمع المدني في الجزائر ظل يواجه عدة صعوبات وعراقيل منعته من القيام بدوره . لهذا تنتهي هذه الدراسة ،إلى أنه لكي يلعب المجتمع المدني دوره في عملية التحول الديمقراطي ،لابد من تحقيق شروط وإيجاد أرضية مناسبة لذلك بتوافر مجموعة من الوسائل : ثقافية-إجتماعية ، وإقتصادية ، وقانونية -سياسية ، تدعم هذا الدور وتدفعه . This study is analysing the concept of civil society ، in general ، and in Algeria in particular ، by looking at its emergence and evolution ، & its role in the democratic process ، which can be seen in its role in the political socialization ، & in the political participation، in addition to its relation with the political regime in Algeria . The study also analyses the difficulties & the obstacles that are confronting the civil society in Algeria . Finally, the study presents these means which can help the civil society in Algeria to be more effective and dynamic in playing its role properly . The importance of this study arises from the fact that it is treating an important subject which is linked to the success of democracy , that is the role of civil society in Algeria in this process. But unfortunately، this civil society is facing many difficulties and obstacles which prevent it from playing its role . As a result the study concludes that in order that the civil society in Algeria plays this role perfectly، some necessary conditions : socio- cultural , economic، & politico- legislative ، have to be achieved .
