انعكاس سياسة التمويل الزراعي على كفاءة أداء القطاع الزراعي في الجزائر في الفترة (2000-2018)

Résumé: الملخص: تهدف الدراسة الى تقييم انعكاس سياسة التمويل الزراعي في اطار السياسات الزراعية المنتهجة من طرف الدولة منذ سنة 2000 على أداء القطاع الزراعي من خلال مؤشرات الأداء التي تبين مدى مساهمة التمويل الزراعي في التنمية الاقتصادية وفي تحقيق الأمن الغذائي. . و قد اعتمدنا لقياس كفاءة أداء القطاع الزراعي مؤشرات مرتبطة بمساهمة الزراعة في الاقتصاد الوطني و في المبادلات الخارجية و هي القيمة المضافة الزراعية في الناتج المحلي الخام و مساهمة الصادرات الزراعية في الصادرات الكلية و معدل تغطية الصادرات الزراعية للواردات الكلية وكذلك مساهمة التشغيل الزراعي في التشغيل الكلي و مؤشرات الأمن الغذائي و الأمن التغذوي. و قد خلصت دراستنا الى أن سياسة التمويل الزراعي المنتهجة من طرف الدولة عجزت على تحقيق تحسن في أداء القطاع الزراعي و لم تسهم في تطوير مساهمته في التنمية الاقتصادية و لا في تحقيق الأمن الغذائي و التغذوي. Abstract: The objective of this study is to evaluate the impact of the agricultural financing policy adopted by the state in the context of agricultural policies since 2000 on the performance of the agricultural sector through performance indicators that show the extent of the contribution of agricultural financing to economic development and to achieving food security. . We have adopted indicators to measure the efficiency of the agricultural sector’s performance. Indicators related to the contribution of agriculture to the national economy and to external exchanges, which are the agricultural added value in the gross domestic product, the contribution of agricultural exports to total exports, the rate of agricultural export coverage of total imports, as well as the contribution of agricultural employment to total employment and Food security and nutrition security indicators. Our study concluded that the agricultural financing policy adopted by the state failed to achieve improvement in the performance of the agricultural sector and did not contribute to the development of its contribution to economic development or to achieving food and nutritional security.
