Résumé: تشكل المؤسسات الصغيرة و المتوسطة محور اهتمام العديد من الدول في العالم بالنظر لما تقدمه من مزايا اقتصادية و اجتماعية، و لكنها بالمقابل من ذلك لازالت تواجه العديد من المشاكل على رأسها صعوبة الحصول على التمويل اللازم و النفاذ لمختلف مصادره. انطلاقا من ذلك تهدف هذه الدراسة الى توضيح طبيعة المشاكل المالية في المؤسسات الصغيرة و المتوسطة و استعراض نختلف الأليات والاجراءات التي تبنتها الجزائر في مجال تيسير النفاذ للتمويل، مع التركيز على تجربة صندوق الكفالة المشتركة لضمان أخطار القروض في ولاية المسيلة . Small and medium enterprises are the focus of many countries in the world because of their economic and social advantages, but they still face many problems, including the difficulty of obtaining the necessary funding and access to various sources. The study aims at clarifying the nature of the financial problems in small and medium enterprises and reviewing the mechanisms and measures adopted by Algeria in facilitating access to finance, with emphasis on the experience of the mutual fund to guarantee the risks of loans in M’sila .
