دور استخدام التبادل الالكتروني للبيانات ورمز الاستجابة السريعة لمعالجة التصريحات المفصلة في تسريع عملية الجمركة في الجزائر

Résumé: تقترح هذه الدراسة اطار عمل لرقمنة التصريح الجمركي المفصل على مستوى الجمارك الجزائرية، اعتمادا على تقنيات التبادل الالكتروني للبيانات EDI ورمز الاستجابة السريعة QR-Code، على اعتبار أن مرحلة اعداد التصاريح الجمركية تعد من ابرز مواطن الضعف للجمارك الجزائرية، نظرا لما تستغرقه من وقت طويل وما تتسم به من أخطاء كثيرة نتيجة الادخال اليدوي للمعلومات في نظام الSIGAD، اعتمدنا في هذه الدراسة على المنهج الوصفي التحليلي انطلاقا من ملاحظة ميدانية لعملية اعداد التصاريح الجمركية على مستوى المفتشية الجهوية للجمارك بعنابة، ومن ثم تحليل محتويات ومعلومات هذا التصريح ومصادرها وأهميتها في العمل الجمركي، خلصت الدراسة باقتراح اطار عمل لرقمنة التصاريح الجمركية يأخذ في عبن الاعتبار خصوصيات الجمارك الجزائرية ومواردها، يرتكز هذا على تقنيات التبادل الالكتروني للبيانات ورمز الاستجابة السريعة التي من شأنها تطوير وتسريع مرحلة اعداد التصريح الجمركي المفصل عند توافر شروط تقنية معينة. This study proposes a framework for digitizing the detailed customs declaration at the Algerian customs level, depending on the techniques of electronic data interchange (EDI) and the QR-Code, given that the stage of preparing customs declarations is one of the most prominent weaknesses of Algerian customs, given the long time it takes and what It is characterized by many errors as a result of manual entry of information into the SIGAD system. In this study, we relied on the descriptive analytical approach based on field observation of the process of preparing customs permits at the level of the regional customs inspectorate in Annaba, and then analyzing the contents of this permit. The study concluded by proposing a framework for digitizing permits the customs declaration takes into account the peculiarities of the Algerian customs and its resources. This model is based on the techniques of electronic data interchange and the QR code that will develop and speed up the stage of preparing the detailed customs declaration when certain technical conditions are available.
