أثر تطبيق مبادئ الحوكمة وفق مقررات لجنة بازل للرقابة المصرفية علي الأداء البنكي (دراسة ميدانية لعينة من البنوك الناشطة في الجزائر) للفترة الممتدة بين 2010 – 2015

Résumé: أثر تطبيق مبادئ الحوكمة في البنوك الناشطة في الجزائر وفقا لمبادئ لجنة بازل للرقابة المصرفية علي الأداء البنكي دراسة ميدانية علي عينة من البنوك الناشطة في الجزائر للفترة الممتدة من 2010- 2016 يهدف هذا البحث الي دراسة أثر تطبيق الحوكمة وفقا لمبادئ لجنة بازل للرقابة المصرفية علي أداء البنوك الناشطة في الجزائر كون هذه المبادئ تعتبر عنصر فعال و مؤثر في نشاط هذه البنوك، حيث تعاني هذه الاخيرة من نقص فادح في كفاءتها التشغيلية وكثرة عمليات الغش و الاخطاء المهنية، وهذا ناتج عن هشاشة وضعف تطبيق الحوكمة في هذه البنوك ما يؤثر علي أداء البنك وفعاليته. من أجل هذا تم اختيار عينة تضم أربعة من البنوك الناشطة في الجزائر، وتوزيع استبانات على موظفي هذه البنوك و اعتمدنا علي البرنامج الاحصائيSPSS V24 لتحليل البيانات مستخدمين نموذج الانحدار المتعدد التدريجي لمعالجة إشكالية الموضوع و اختبار فرضياته. وقد توصلت الدراسة الي أن هناك علاقة تأثير لمبادئ الحوكمة علي أداء البنك وفعاليته بالإضافة الي تحديد أهم المبادئ التي تطبق في البنوك عينة الدراسة وتؤثر علي أداء البنك، و من التوصيات المقترحة أنه يجب علي هذه البنوك السعي و الحرص علي التطبيق الكلي لمبادئ الحوكمة وفقا لمقررات لجنة بازل حول الحوكمة كونها تساهم في بيئة بنكية قوية قادرة علي الدخول الي المنافسة العالمية. This research goal is to study the impact of corporate governance according to principles of Basel Committee on Banking Supervision, on the Algerian bank performance, The fact that these principles are effective and influential in the activity of these banks, Where these banks are suffering from a serious shortage of operational efficiency and the large number of fraud, and Professional Mistakes, This is due to the fragility and weak application of governance in these banks, which affects the Bank's performance and effectiveness. For this purpose, a sample of four active banks in Algeria was selected, and questionnaires were distributed to the employees of these banks. We relied on the statistical program SPSS V24 to analyze the data using step-ways multiple regression model to address the problem of the subject and test its hypotheses. The study found that there is an impact of corporate governance on bank performance and effectiveness, in addition to determining the most important principles applied in the banks and its impact on this bank's Therefore, these banks should strive to implement the principles of governance accordance to Basel Committee on banking supervising and these principles contribute to building a strong banking environment capable of entering the global competition.
