أثر الإيرادات الجبائية على استدامة الدين العام: دراسة لحالة الاقتصاد الجزائري باستخدام نموذج الفجوات

Résumé: بغرض دراسة استدامة الديون العامة في الجزائر وقياس تأثرها بالإيرادات الجبائية خلال الفترة الممتدة على الثلاث عشريات الأخيرة (2000-2019) قمنا بالاعتماد على مقاربة إحصائية قياسية (بيانات-استكشاف-قياس)، هذه المقاربة توظف مجموعة من الأدوات الإحصائية والقياسية والتكامل بينها (اختبارات كشف القيم المفقودة والقيم المتطرفة ودراسة الطبيعية، اختبارات دراسة الاستقرارية، اختبار الحدود، نموذج الفجوات). كشفت النتائج أن الدين العام في الجزائر غير مستدام بالرغم من وجود علاقة طردية في المدى القصير وكذلك الطويل بين الإيرادات الجبائية بشقيها العادية والبترولية ورصيد التوازن الأساسي المالي. For the purpose of studying the sustainability of public debt in Algeria and measuring its impact on financial revenues during the period spanning the past three decades (2000-2019) and using the statistical method (data- exploration- measurement), this approach employs a set of statistical and measurement tools and their integration (detection tests Missing values and Outliers, natural study, stability study tests, boundary test, lags model). The results revealed that the public debt in Algeria is not sustainable despite the existence of a direct relationship in the short term as well as a long period between fiscal revenues in both its regular and petroleum and The balance of the primary financial balance.
