افاق تحقيق الامن الغذائي بالجزائر من خلال استصلاح الاراضي التابعة لأملاك الدولة في اطار الامتياز بالجنوب

Résumé: تهدف هذه الدراسة إلى تسليط الضوء على عملية استصلاح الأراضي التابعة للأملاك الخاصة للدولة في اطار الامتياز الفلاحي بالجنوب الجزائري، نظرا لأهميتها في تجسيد الزراعات الاستراتيجية و بلوغ أمن غذائي وطني كرؤية استراتيجية أفاق 2030، مع بيان بعض المفاهيم النظرية للاستصلاح و الامتياز الفلاحي والأمن الغذائي. تم اعتماد المنهج الوصفي والتحليلي ومنهج دراسة الحالة، وقد خلصت الدراسة إلى أن عملية استصلاح الاراضي التابعة لأملاك الدولة بالجنوب منظمة بموجب المرسومين التنفيذيين رقم 21-432 و رقم 20-265، كما أن هذه العملية ستحقق عديد النتائج مطلع 2030 و على رأسها دعم الزراعات الاستراتيجية و ضمان الأمن الغذائي الوطني مع تقليص حجم الفجوة الغذائية، ومن أهم التوصيات المقترحة: اقامة الهياكل اللازمة-المخازن وغرف التبريد -لاستقبال فائض الانتاج من المنتجات الزراعية الاستراتيجية لضمان توازن السوق، مع ضرورة تبني نهج الزراعة الرقمية في عملية الاستصلاح نظرا للمزايا التي يمكن الحصول عليها. Abstract : This study aims to highlight the process of reclaiming land belonging to state properties within the framework of agricultural concessions in southern Algeria, considering its importance in realizing strategic crops and achieving national food security as a strategic vision for 2030. It also presents some theoretical concepts related to reclamation, agricultural concessions, and food security. The descriptive and analytical methodology, as well as the case study approach, were adopted. The study concluded that the land reclamation process for state-owned properties in the south is organized under Executive Decrees No. 21-432 and No. 20-265. This process is expected to yield several outcomes by 2030, primarily supporting strategic crops and ensuring national food security while reducing the size of the food gap. Among the key recommendations proposed are establishing necessary structures—warehouses and cold storage rooms—to accommodate the surplus production, along with the need to adopt a digital agriculture approach.
