إدارة المدن الجديدة بالجزائر: السياسات المهملة

Résumé: تهدف هذه الورقة إلى تسليط الضوء على منهج إدارة وتسير المدن الجديدة بالجزائر، من خلال استقراء مختلف التشريعات والنصوص القانونية التي تكفل ذلك، وانعكاسات تطبيقها على أرض الواقع من خلال عرض مختلف مشاريع المدن الجديدة بها، أهمية إنشائها، وأهدافها وسنحاول عرض ملامح القصور في تنفيذ هذه القوانين على أرض الواقع، مستنتجين بذلك جملة من النتائج والمقترحات التي وجب الأخذ بها. This paper aims to shed light on the approach of managing new cities in Algeria, by extrapolating the various legislation and legal texts that guarantee this, and the implications of their application on the practical reality by presenting the various projects of new cities in them, the importance of their establishment, and their objectives. We will try to present the features of the shortcomings in the implementation of these Laws on the ground, thus deducing a number of conclusions and proposals that should be adopted.
