واقع وآفاق تطوير المقاولاتية في الجزائر للمساهمة في تنمية الاقتصاد الوطني

Résumé: تهدف هذه الدراسة إلى الكشف عن الدور الذي يمكن أن تلعبه المقاولاتية في دعم الاقتصاد الوطني في ظل التحولات الاقتصادية، من خلال مساهمتها في دعم حركة إنشاء المؤسسات الاقتصادية في مختلف القطاعات حسب متطلبات التنمية المحلية لكل منطقة، بحيث تعطي المقاولاتية دافعا حقيقيا للتنمية الدائمة اقتصاديا واجتماعيا باعتبارها قطاعا منتجا للثروات وفضاء حيوي، بينما تأخذ المقاولاتية في الجزائر أهمية معتبرة من خلال إظهار السمات الأساسية التي تميز هذا القطاع في الجزائر. توصلت هذه الدراسة إلى أن المقاولاتية في الجزائر تواجه قيودا كثيرة، وعلى الرغم من الجهود التي تبذلها الدولة لتشجيع وتسهيل المقاولاتية للمقاولين وإنشاء مؤسساتهم من خلال الهياكل الداعمة، إلا أنها لم تحقق المرجو منها بعد، نظرا لعدة عراقيل مازال يعرفها المحيط المقاولاتي لغياب سياسة شاملة بعيدة الأمد، وهذا بالأخذ بعين الاعتبار كل مرحلة من مراحل المسار المقاولاتي. This study aims to reveal the role that contractors can play in supporting the national economy in the context of economic transformations, by contributing to the movement to establish economic institutions in different sectors according to the local development requirements of each region, so that contractors give real impetus to sustainable economic and social development as a productive sector of wealth and vital space. Women entrepreneurs in Algeria take great importance by demonstrating the fundamental features of Algeria's sector. This study found that, despite the State's efforts to encourage and facilitate contractors' entrepreneurship and the establishment of their enterprises through supporting structures, Algeria has not yet achieved the desired constraints, owing to several obstacles still identified by the contracting environment in the absence of a comprehensive long-term policy, taking into account every stage of the course of the contracting process.
