واقع الاستثمارات العربية- العربية (البيئية) ونصيب الجزائر منها

Résumé: على مدى عقد من الزمن تدفقت على الدول العربية استثمارات أجنبية أكثر مما استثمر العرب أنفسهم داخل الوطن العربي، إذا وصل مجموع قيمة الاستثمارات الأجنبية على ضآلتها نسبة إلى الاستثمارات العالمية حوالي (30 مليار دولار)، فيما لم تتجاوز الاستثمارات العربية –العربية (20 مليار دولار). بالنسبة للجزائر فإن قيمة الاستثمارات العربية بها لم تتجاوز 100 مليون دولار، وإن كان عام 2004 سجل تحسنا حيث بلغت قيمة التغطية المخصصة للجزائر حوالي 160 مليون دولار، إلا أن هذه التدفقات تبقى قليلة مقارنة بحجم الاستثمارات العربية في الخارج المقدرة حسب الهيئات المالية الدولية بنحو 130 مليار دولار. تلقى هذه الدراسة الضوء على واقع الاستثمارات العربية البيئية ودورها في التنمية العربية، كما تتطرق إلى حظوظ ونصيب الجزائر من هذه الاستثمارات، وآليات استقطابها وتنميتها. Over a decade, foreign investments have poured into Arab countries more than Arabs themselves have done, the total value of foreign investments (a small proportion compared to the global investments) amounted to about $ 30 billion, while Arab-Arab investments have not exceeded $ 20 billion. As for Algeria, the value of Arab investments has not exceeded $ 100 million, although in 2004 there was an improvement in the amount allocated to Algeria reaching about $ 160 million, however these flows remain low compared to the volume of Arab investments abroad estimated by the international financial bodies at about $ 130 billion. This study sheds light on the reality of Arab environmental investments and their role in the Arab development; it also addresses the fortunes and share of Algeria from these investments and the mechanisms of attracting and developing them.
