آليات المجتمع المدني في تعزيز الحوكمة المحلية في الجزائر

Résumé: الملخص: تهدف هذه الدراسة إلى معرفة الدور الذي يلعبه المجتمع المدني في ممارسة الحوكمة المحلية وتفعيلها، من خلال مجموعة من الآليات التي يمارسها عن طريق المشاركة بهدف تحقيق التنمية المحلية ومكافحة وتجفيف منابع الفساد مما يعزز مبادئ الشفافية والمسائلة، ومن هنا تبرز أهمية منظمات المجتمع المدني من خلال تأثيرها على أحداث التنمية داخل المجتمع في ظل قانون الولاية 12/07 وقانون البلدية 11/10، هذا يتطلب ضرورة توفر تفاعل بين الدولة ومواطنيها بالإضافة إلى قوة المجتمع المدني الأمر الذي يوفر بيئة خصبة لتحقيق التنمية الاقتصادية والاجتماعية والتقليل من مظاهر الفساد إلى أقصى حد ممكن. : Abstract This study aims to know the role that civil society plays in exercising and activating local governance, through a set of mechanisms that it exercises through participation with the aim of achieving local development and combating and drying up the sources of corruption, which enhances the principles of transparency and accountability, hence the importance of civil society organizations through its impact on Development events within the community under state law 7/12 and municipal law 10/11. This requires the necessity of interaction between the state and its citizens in addition to the strength of civil society, which provides a fertile environment for achieving economic and social development and reducing the manifestations of corruption to the maximum extent possibl.
