دور الجماعات المحلية في خلق الثروة

Résumé: تشكل التنمية المحلية تحديا كبيرا للجماعات المحلية، خاصة منها الفقيرة والنائية، ففي هذا الإطار تسعى الجزائر لإيجاد آليات تمكن من خلق الثروة وإحداث التنمية عبر تشجيع الاستثمار المحلي، من خلال دعم المؤسسات الصغيرة والمتوسطة، ودعم تشغيل الشباب وفق برامج ومشاريع إنتاجية ممولة، فبالرغم من كل هذه الإجراءات والتحفيزات التي اتخذتها الجزائر لتفعيل النشاط المقاولاتي وتشجيع الاستثمار المحلي قصد تحقيق التنمية المحلية، إلا أنها لم تصل بعد إلى المستوى المطلوب وتبقى نتائجها متواضعة لا ترقى لتحقيق الثروة المحلية وفق ما هو مخطط له، هذا ما يضعها أمام تحديات جمّة للخروج من الاقتصاد الريعيالذي يعتمد على المحروقات حيث أصبح مهددا لاستقرار أداء الجماعات المحلية لمهامها في ظل جائحة كورونا التي تكبد العالم من خلالها خسائر اقتصادية هامة مما أدى الى تأخر سير عجلة التنمية على المستوى المحلي. ففي هذه الورقة البحثية يتم تقييم واقع الاستثمار المحلي في الجزائر ودور الجماعات المحلية فيه من جهة، ومن جهة أخرى تحليل إحصائيات ومعلومات عن دور الاستثمار المحلي في خلق الثروة وتفعيل التنمية المحلية بالتركيز على بعض المؤشرات الاقتصادية. الكلمات المفتاحية: الجماعات المحلية، الثروة، الولاية، البلدية. Abstract Local development poses a major challenge to local communities, especially the poor and remote, in this context, Algeria seeks to find mechanisms that enable wealth creation and development by encouraging local investment, by supporting small and medium enterprises, and supporting youth employment according to funded productive programs and projects. Local wealth as planned, this puts it in front of many challenges to get out of the rentier economy that depends on hydrocarbons, as it has become a threat to the stability of the performance of local communities in light of the Corona pandemic, through which the world suffered important economic losses, which led to a delay in the progress of development at the local level. In this research paper, the reality of local investment in Algeria and the role of local communities in it are evaluated on the one hand, and on the other hand, statistics and information on the role of local investment in creating wealth and activating local development are analyzed by focusing on some economic indicators.
