دور ميزانية البلدية في تمويل التنمية المحلية دراسة حالة بلدية عين تسرة "برج بوعريريج" للفترة 2014-2019.

Résumé: من خلال هذه الدراسة حاولنا أن نبين دور ميزانية البلدية في تحقيق التنمية على المستوى المحلي، ومن أجل الوصول إلى هذا الهدف تعرضت الدراسة في شقها النظري لمختلف الجوانب المتعلقة بالتنمية المحلية ومختلف المصادر التي تمولها سواء من ميزانية البلدية أو من مصادر خارجية. في الجانب الميداني تطرقنا إلى دراسة حالة ميزانية بلدية عين تسرة ومساهمتها في تحقيق التنمية المحلية خلال الفترة: 2014-2019، ولقد توصلت الدراسة إلى جملة من النتائج لعل أهمها أن ميزانية البلدية تساهم بشكل كبير في تطوير التنمية المحلية، وخاصة ما يتعلق منها بفك العزلة والتهيئة الحضرية وذلك حسب إمكانياتها، غير أن المصادر الذاتية للبلدية تمثل جزء صغير جدا في تمويل عملية التنمية ويتم تغطية الجزء المتبقي من خلال مخططات التنمية البلدية وإعانات صندوق التضامن والضمان للجماعات المحلية. Through this study we tried to clarify the role of the municipality budget in achieving development at the local level, and in order to reach this goal, the study examined, in its theoretical part, various aspects related to local development and the various sources that finance it, whether from the municipality’s budget or from external sources. On practical part, the case of the municipality’s budget of Ain Tasera and its contribution to the achieving local development during the period: 2014-2019, and the study reached a number of results, perhaps the most important of which is that the municipality’s budget contributes significantly to the development of local development, especially with regard to dismantling isolation and aménagement Urban, according to its capabilities, but the self-resources of the municipality represent a very small part in financing the development operation, and the remaining part is covered by municipal development plans and subsidies from the Solidarity and Guarantee Fund for local groups.
