أثر تقلبات سعر الصرف الحقيقي على صادرات الجزائر خارج قطاع المحروقات

Résumé: تهدف الدراسة الى استشراف واقع الصادرات خارج قطاع المحروقات في ظل تقلبات سعر الصرف الحقيقي في الجزائر تبعا لكل تغير مسجل أسعار النفط العالمية، إذ يرتقب لانخفاضه اتاحة فرصة اقتصادية لتحقيق التنويع الاقتصادي، والذي يعاني بشكل مزمن تبعية لقطاع المحروقات ووضعا منكشفا تجاه تقلبات سعر الصرف الحقيقي، والذي ألقى بأثره على إنتاجية القطاعات الاستراتيجية الفلاحية والصناعية الداعمة لتنويع الاقتصاد عامة متضمنة الصادرات خارج قطاع المحروقات. وعليه نرتقب لانخفاض سعر الصرف الحقيقي -كنتيجة تلحق الانهيار في أسعار المحروقات العالمية -أثرا يفضي بارتفاع قيمة الصادرات خارج قطاع المحروقات في المدى الطويل، مما يدعم امكانية لاستغلال الوضع بالمزيد من التحسين لمناخ استثمار القطاعات الاستراتيجية الداعمة لتنويع الصادرات خارج قطاع المحروقات. Abstract This study aimed to anticipate the reality of the non-hydrocarbon exports index according to the fluctuation of real exchange rate that coincided with the variation of global hydrocarbon prices, thus offering an opportunity for the economic diversification in Algeria, which is vulnerable to the real exchange fluctuations affecting the economic diversification including non-hydrocarbon exports. Therefore, we expect from the depreciation of the real exchange rate according to the global collapse of hydrocarbon prices, a positive impact in the long term on non-hydrocarbon export, which supports the need to exploit this situation by improving the investment climate for the strategic sectors that support non-hydrocarbon exports.
