فرص المنظمات الدولية غير الحكومية في الحوكمة العالمية: بين تحصيل الدور وتفعيل الصوت

Résumé: تحدث فلسفة الحوكمة العالمية ثورة في أسئلة السياسة الدولية حول "من" و"كيف" و"أين". وبينما يعتقد المتحمسون لهذا الاتجاه بأنه سيدفع نحو توسيع المجال ليشمل فواعل غير دولاتية صناعة وتنفيذا للسياسة العامة العالمية بما يتيح فرصة للمنظمات الدولية غير الحكومية تحصيل دور أفضل في إنشاء السياسات العالمية وإنفاذها، يجادل القوميون بأن هذه الفواعل لا تملك القدرة على المساس باحتكار الدولة لإنشاء، تعديل وتغيير السياسات، وأفضل ما يمكنها تحصيله هو فرص أكبر لتفعيل صوتها في النقاش العالمي العام. عبر مناقشة الفرص والقيود على أدوار أكثر فاعلية للمنظمات غير الحكومية في ظل الحوكمة العالمية، توصل المقال إلى أنه ربما لا يمكن فهم نسق عالمي قيد التأسيس من الحوكمة العالمية دون معرفة تأثير المنظمات غير الحكومية، لكن هذا التأثير لا يتجسد دائما في تحصيل الدور بل غالبا ما يأخذ شكل تفعيل الصوت خاصة في مسائل السياسات العليا. : Global governance is revolutionizing the policy questions of “who”, “how” and “where”. While enthusiasts believe that this trend will push towards including non-state actors in making and implementing global public policy, providing an opportunity for INGOs to play a better role in the creation and enforcement of global policies. Nationalists argue that these actors do not have the power to compromise the monopoly of the state to create, amend and change policies and that INGOs can only obtain greater opportunities to activate their voice in the global public debate. By discussing the opportunities and limitations on a more effective role of INGOs in the global governance context, the article concluded that perhaps it is not possible to understand global governance without the influence of INGOs, but this influence is not always reflected in gaining a role, rather it often takes the form of voice activation especially in higher policy
