ظاهرة الهجرة غير الشرعية الإفريقية في دول المنطقة المغاربية في ظل الظروف الإقليمية الراهنة: دراسة في الأسباب، التداعيات وسبل المكافحة

Résumé: تشهد المنطقة المغاربية تنام غير مسبوق لظاهرة الهجرة غير الشرعية الإفريقية، مع تزايد حدّتها في السنوات الأخيرة بسبب الاضطرابات التي تشهدها البيئة الإقليمية المجاورة، ولذلك تهتم هذه الدراسة بمحاولة تشخيص ظاهرة الهجرة غير الشرعية الإفريقية في المنطقة المغاربية، وذلك من خلال تبيان أسبابها، مصادر ومظاهر هذه الهجرة،إلى جانب إبراز تداعياتها على الدول المغاربية من تداعيات اقتصادية،اجتماعية،سياسية وأمنية، فضلا عن تناول أهم الجهود المبذولة لمكافحة هذه الظاهرة، وتطرح الدراسة إشكالية مضمونها كيف يمكن تشخيص ظاهرة الهجرة غير الشرعية الإفريقية في دول المنطقة المغاربية في ظل استفحالها في الآونة الأخيرة؟. وقد توصلت الدراسة إلى أن الهجرة غير الشرعية تعتبر إحدى أبرز التهديدات الأمنية التي تواجهها دول المنطقة المغاربية، ولهذه الهجرة تداعيات عديدة على مختلف المستويات خاصة الأمنية منها، باعتبارها عامل مساهم في ظهور الجرائم بمختلف أنواعها، الأمر الذي تطلب بذل الجهود المختلفة لمكافحتها. The Maghreb region is witnessing an unprecedented growth of the phenomenon of African illegal migration, with its increasing intensity in recent years due to the unrest in the neighboring regional environment, and therefore this study is interested in trying to diagnose the phenomenon of African illegal migration in the Maghreb, by showing its causes, the sources and manifestations of this migration, in addition to highlighting its implications for the Maghreb countries from the economic, social political and security implications, as well as addressing the most important efforts to combat this phenomenon, and the study raises problematic content sought how to diagnose the phenomenon of African illegal migration in the Maghreb countries in light of its recent increase?. The study concluded that illegal immigration is one of the most prominent security threats faced by the countries of the Maghreb, and this migration has many repercussions at various levels, especially security, as a contributing factor in the emergence of crimes of various kinds, which required various efforts to combat them.
