بيروقراطية الجهاز الإداري في الجزائر: دراسة في بنية المفهوم وواقع التطبيق

Résumé: تهدف هذه الدراسة إلى تسليط الضوء على التنظيم البيروقراطي في الجهاز الإداري الجزائري، بغية معرفة الانحرافات التي أدت إلى تحوله من مفهوم ايجابي إلى سلبي، وذلك من خلال عرض مفهوم الجهاز الإداري والبيروقراطية بصفة عامة، ثم الانتقال إلى واقع الإدارة الجزائرية ومعرفة مستويات التنظيم فيها وأهم الممارسات المنتشرة تحت مسمى البيروقراطية باعتبارها من الأمراض المكتبية، وفي الأخير تقديم مجموعة من الأساليب والطرائق الرامية لتحسين أداء الجهاز الإداري وتكيفه مع متغيرات البيئتين الداخلية والخارجية. كما توصلت الدراسة لعدة نتائج أهمها ضرورة إعادة النظر في أساليب العمل المنتهجة والاهتمام بالمورد البشري باعتباره العنصر الذي يصنع الفارق في المنظمات باختلاف أنواعها، والأخذ بعين الاعتبار خصوصية البيئة مع تفادي الإسقاط التام للنماذج الغربية على الإدارة الجزائرية حيث لا بد من تكييفها مع الواقع لتحقيق الفعالية والفاعلية في تقديم الخدمة العمومية. This study aims to ched light on the bureaucratic organization of the Algerian administrative body, with a view to identify the deviations that led to its transformation from a positive to a negative concept, this is throw the presentation of administrative body and bureaucracy in general, then the transition on the reality of Algerian administration bisides defining the most prevalant practices that involve the name of bureaucracy as an office disease, finally provide a range of methods to improve the performance of Algerian administrative body and adapt it to internal and external environment variables. The study also found several results, the most important one is to reconsider the method of work and pay attention to the human resource as the element that makes difference in organizations, take into account the the specificty of the environment by avoiding the complete projection of western models to the Algerian administration , it must be adapted to the reality to achieve effective and efficient public service delivery.
