الرقابة المالية كآلية في ترشيد النفقات العمومية دراسة حالة الرقابة المالية لولاية الوادي
Résumé: "يهدف هذا البحث إلى معرفة دور الرقابة المالية في ترشيد النفقات العمومية لمصلحة الرقابة المالية لولاية الوادي. ولقد إعتمدنا في معالجة إشكالية البحث على الوثائق التي تحصلنا عليها من مصلحة الرقابة المالية لولاية الوادي. ولقد خلصت الدراسة إلى أن طريقة عمل أجهزة الرقابة المالية متنوعة ما بين ضمان شرعية النفقة ورقابة تستند على وثائق وسجلات مقدمة ورقابة تعتمد على التحري والإستفسار عن مسار النفقة وهذه الأجهزة والأساليب تمنح تسيير فعال في الإنفاق العمومي مما يساهم في ترشيده. ولقد أوصى البحث بضرورة إعادة النظر في الهيكل التنظيمي لأجهزة الرقابة المالية ومواردها البشرية لتمكينها من الإستفادة من التطور التكنلوجي في مجال الرقابة المالية وجذب الكفاءات المتخصصة في هذا المجال وزيادة عددها لرفع كفائة دورها الرقابي المالي من جهة وترشيد المال العام وحمايته من جهة أخرى. ""This research aims to know the role of financial supervision in rationalizing public expenditures for the benefit of the financial supervision of the valley state.We have relied on tackling the problem of searching for documents we obtained from the Valley's Financial Control Authority. The study concluded that the way the financial control agencies operate varies between ensuring the legitimacy of the alimony and monitoring based on documents and records presented and control dependent on the investigation and inquiries about the alimony path and these devices and methods give effective management in public spending, which contributes to rationalization. The research recommended the necessity of reviewing the organizational structure of the financial control agencies and their human resources to enable them to benefit from technological development in the field of financial control and attract specialized competencies in this field and increase their number to raise the efficiency of its financial control role on the one hand and rationalize and protect public money on the other hand. "
