الميكانيزمات البراغمنتية لتطبيق الحكم الراشد في الجزائر

Résumé: يعد الحكم الراشد منظور قديم و جديد في آن واحد لإدارة شؤون الدولة والمجتمع على المستوى المحلي وهو إطار ضامن ونزيه لتسيير الموارد الطبيعية والبشرية بواسطة قاعدة العدالة والفعالية والتمكين، كما أنه بديل ناجح بواسطته يمكن الكشف على أسباب ومظاهر سوء الحكم وضعف الأداء، مما ينعكس بالإيجاب على ترقية الخدمة العمومية على المستوى المحلي، لكن مع تأزم العلاقة بين الإدارة و المواطن و هشاشة الإطار المؤسساتي العام أصبح من الصعب جدا تكريس الحكم الراشد على الميدان و تحقيق النتائج الايجابية المرجوة منه، لذلك حاولنا في هذه الورقة البحثية إظهار العوائق الميدانية التي تعيق عملية تجسيد الحكم الراشد في الواقع المؤسساتي الجزائري ما يستلزم بذلك و يحتم علينا البحث الآليات الكفيلة التي تساعدنا في تجاوز هذه المعوقات Abstract: Good governance is an old and new perspective at the same time for managing the affairs of the state and society at the local level. It is a guarantor and impartial framework for the management of natural and human resources on the basis of justice, effectiveness and empowerment. It is also a successful alternative through which the causes and manifestations of poor governance and poor performance can be revealed, which is positively reflected on Upgrading the public service at the local level, but with the deterioration of the relationship between the administration and the citizen and the fragility of the general institutional framework, it has become very difficult to establish good governance in the field and achieve the desired positive results, so we tried in this research paper to show the field obstacles that hinder the process of embodying governance. Al-Rashed in the Algerian institutional reality is what necessitates this and necessitates that we search for the necessary mechanisms that help us to overcome these obstacles
