The Impact Factor And The Problem Of Evaluating Arab Scientific Journals معامل التأثير وإشكالية تقييم الدوريات العلمية العربية

Résumé: The scientific journals or periodicals are among the most important means of scientific communication between researchers in various disciplines, across all parts of the world, and what facilitated this task is the Internet and its applications and what constitutes a qualitative leap in form and content. However, in order to publish and evaluate the research results, it is necessary to resort to a classified scientific journal that is recognized by the peers. The evaluation of scientific periodicals depends on the use of quantitative and statistical methods. Perhaps the most prominent of these methods is "bibliometric measurements", so measuring the impact factor is the most used parameter to judge the scientific value of the journal in its field of specialization for the purpose of classification. On the one hand, Arab countries suffer from the near-absence problem of their scientific production, and this is the result of the monopoly of the largest global databases represented in both the Web of Science and Scopus for the global classification criteria and indicators for measuring scientific production as well as the dominance of the English language. Therefore, the Arab countries resorted to the establishment of an Arab impact factor by the Federation of Arab Universities and the "Arab Impact and Citation Factor", which was launched by the "Maarefa" database to assess their scientific periodicals. تعتبر المجلات أو الدوريات العلمية من بين أهم وسائل الاتصال العلمي بين الباحثين في مختلف التخصصات، عبر كل ربوع العالم، وما سهل هذه المهمة هو الأنترنيت وتطبيقاته وما شكله من قفزة نوعية شكلا ومضمونا. لكن لنشر نتائج البحث وتثمينها يستوجب اللجوء الى دورية علمية مصنفة معترف بها من طرف الأقران. فتقييم الدوريات العلمية يعتمد على استعمال الاساليب الكمية والاحصائية، ولعل أبرز هذه الأساليب 'القياسات البيبليومترية'، فقياس معامل التأثير يعتبر المعامل الاكثر استعمالا للحكم على القيمة العلمية للدورية في مجال تخصصها بغرض تصنيفها. من جهتها تعاني البلدان العربية من اشكالية شبه غياب لإنتاجها العلمي، وهذا نتيجة احتكار أكبر قواعد البيانات العالمية ممثلة في كل من شبكة العلوم (Web of Science) وسكوبس (Scopus) لمعايير التصنيف العالمي ومؤشرات قياس الإنتاج العلمي وكذلك هيمنة اللغة الإنجليزية. لذا لجأت الدول العربية إلى إنشاء معامل تأثير عربي من طرف اتحاد الجامعات العربية و" معامل التأثير والاستشهاد العربي أرسيف" الذي أطلقته قاعدة بيانات "معرفة" لتقييم دورياتها العلمية.
