المجلس الوطني الاقتصادي والاجتماعي والبيئي وترقية مناخ الأعمال في الجزائر

Résumé: يعد المجلس الوطني الاقتصادي والاجتماعي والبيئي من بين الهيئات الاستشارية التي تقوم عليها عملية إنجاز القرارات حيث تعمل على ترشيد النشاطات الإدارية والسياسية. لقد تم إنشاء المجلس الوطني الاقتصادي والاجتماعي والبيئي في إطار البناء الدستوري المؤسساتي والنهج الديمقراطي للدولة الذي جاء بعد دستور 1989 والذي أقر التعددية السياسية من جهة وإنشاء مؤسسات دستورية تكفل للدولة عملية التحول الديمقراطي. لقد تطرقنا في بحثنا هذا إلى مفهوم المجلس الوطني الاقتصادي والاجتماعي والبيئي من حيث النشأة والتطور حيث اتفق الفقه والتشريع على أن المجلس الوطني الاقتصادي والاجتماعي والبيئي هي هيئة استشارية مهمة ضمن مؤسسات الدولة ثم عرفنا الإطار الهيكلي والتنظيمي لهذه الهيئة من حيث التشكيلة وقواعد تنظيمه وسيره ثم تناولنا مدى مساهمة هذه الهيئة في ترقية مناخ الأعمال في الجزائر من حيث تقديم التوصيات والآراء في الجانب الاقتصادي واخير تطرقنا إلى مفهوم مناخ الأعمال وتقييمه في الجزائر. الكلمات المفتاحية: المجلس الوطني الاقتصادي والاجتماعي والبيئي، مناخ الأعمال، مؤشرات تقييم مناخ الأعمال. Abstract:. The National Economic, Social and Environmental Council is among the advisory bodies upon which the decision-making process is based, as it works to rationalize administrative and political activities. The National Economic, Social and Environmental Council was established within the framework of the constitutional institutional building and the democratic approach of the state that came after the 1989 constitution, which approved political pluralism on the one hand, and the establishment of constitutional institutions that guarantee the state the process of democratic transformation. In our research, we touched on the concept of the National Economic, Social and Environmental Council in terms of its emergence and development, where jurisprudence and legislation agreed that the National Economic, Social and Environmental Council is an important advisory body within state institutions. The contribution of this body to the promotion of the business climate in Algeria in terms of providing recommendations and opinions in the economic aspect. Finally, we touched upon the concept of the business climate and its evaluation in Algeria.
