الأحزاب السياسية والرقابة على اعمال السلطة التنفيذية

Résumé: تساهم الأحزاب السياسية في تحقيق الرقابة الفعالة على اعمال السلطة التنفيذية منطلقا من عدة عوامل تساعدها على أن تكون ضمانة دستورية قادرة على المساهمة في تحقيق الرقابة أهمها الاستقلالية وعدم تبعيتها لأي جهة ، لكن هذه الفكرة وإن كانت من الناحية النظرية صحيحة والنص القانوني يؤكد في كذا موضع على هذه الحقيقة إلا أنه وبالنظر إلى القيود الواردة في القانون العضوي رقم 12-04 المتعلق بالأحزاب السياسية والتي تشمل تكوين الحزب السياسي تمويله ونشاطه فإن فكرة الاستقلالية تصبح فكرة نسبية قابلة لإثبات العكس .
