واقع الحوكمة المحلية في الجزائر بين التحديات والمتطلبات

Résumé: تهدف هذه الدراسة إلى إبراز واقع الجزائر فيما يتعلق بموضوع الحوكمة المحلية الرشيدة؛ عن طريق البحث على متطلبات تفعيلها، وتجاوز المعوقات القانونية، المؤسساتية، السياسيةالتي تحول دون الوصول إلى تحقيقها. والنتائج التي تم التوصل إليها هي ؛ العمل على تطوير التشريعات وإدخال تعديلات تضمن تفعيل الحوكمة المحلية من خلال وضع آليات واضحة للمشاركة المحلية والإبتعاد على العبارات المبهمة، وإعطاء جزء من الاستقلالية في وضع القرارات إلى المجالس المحلية المنتخبة بما يضمن تحقيق اللامركزية بتفويض الصلاحيات، وتفعيل الرقابة والمحاسبة عليها للوصول إلى الشفافية وسيادة القانون. This study aims to highlight the reality of Algeria on the topic of good local governance ; by searching for mechanisms and requirements to activate them, overcoming legal obstacles, institutional, and political obstacles that prevent it from being achieved. The results that have been reached are working to develop legislation and introducing amendments to ensure the activation of local governance by establishing clear mechanisms for local participation avoid vague phrases, giving some autonomy in making decisions in elected local councils to ensure decentralization by delegating authority and activating oversight and accountability to reach transparency and the rule of law.
