Résumé: May social upbringing be the first barrier which face up to national projects to developing reading habit in country, in time Algeria began in their global states a lot of projects such us buildings of public libraries to promote public reading from an occasionally practice to an authentic mores; these projects confront several obstacles belong from the colonial time which take away the algerian reader from book in different support, social upbringing still the most important barrier. In this article we try to highlight different institutions of social upbringing and their effects on readers practice of the library of Tipasa state.
