إطار مقترح لتفعيل دور التدقيق الداخلي في مكافحة الاحتيال المالي والإثراء غير المشروع لدى الموظفيين الحكوميين بالاشارة إلى السلطة العليا للشفافية المستحدثة سنة2022

Résumé: الملخص: هدفت هذه الدراسة الى ابراز دور التدقيق الداخلي في مكافحة الإحتيال المالي والثراء غير المشروع، من خلال التطرق إلى مفاهيم التدقيق الداخلي والتحايل المالي والفساد وكذا الاثراء غير المشروع وتقديم اضاءة عن السلطة العليا المستحدثة لمكافحة الفساد ووضع اطار مقترح لتوضيح العلاقة بين التدقيق الداخلي وهذه الظاهرة، وخلصت الدراسة الى أن التدقيق الداخلي آلية وهيئة فعالة داخل المؤسسات تمكن من محاربة الفساد بكل أنواعه وصوره وخصوصا في محاربة التحايل المالي والإثراء غير المشروع ويمكنها أن تكون جهاز داخل هذه الهيئة. الكلمات المفتاحية: فساد، تدقيق داخلي، تحايل مالي،إثراء غير مشروع، موظفين حكوميين. تصنيف JEL: M42, D73 Abstract : This study aimed to highlight the role of internal audit in combating financial fraud and illicit enrichment, by addressing the concepts of internal audit, financial fraud and corruption, as well as illicit enrichment, presenting the new supreme authority to combat corruption and developing a proposed framework to clarify the relationship between internal audit and this phenomenon, and the study concluded that Internal audit is an effective mechanism and body within institutions that enables the fight against corruption of all kinds and forms, especially in combating financial fraud and illicit enrichment, and it can be a body within this body Keywords: corruption, internal audit, financial fraud, illicit enrichment, government employees.
