تداعيات جائحة كوفيد - 19 على حقوق الانسان

Résumé: إن استمرار انتشار فيروس كورونا ، خلف تداعيات كثيرة وسبب أزمة صحية عالمية تلتها أزمة اقتصادية شاملة، وهو ما جعل هاتين الأزمتين تشكلان خطرا على حقوق الإنسان، فقد نتج عن الأزمة الأولى تهديد للحق في الحياة والحق في الصحة والحق في التنقل وتقييد الحرية، أما الثانية فقد تسببت في تهديد أمن إنساني بفقدان الحق في العمل والعديد من حقوق الإنسان الأساسية الأخرى، برزت معه إشكالية حماية حقوق الإنسان كما هي مكرسة في المواثيق الوطنية والدولية مما يستحق تحليل دور الدول والتزاماتها تجاه حقوق الإنسان في حدود ما يتطلبه الوضع وريثما تعود الأمور إلى حالها الطبيعي بزوال الظرف الاستثنائي. The coronavirus pandemic has generated world health crisis from which a global economic crisis has followed. These two crises impacted negativelly human rights, since the health crisis has treathened different rights, such as the right to life, the right to health, the right to freedom of movement and the limitation of freedoms ; while the global economic crisis has impacted the right to work particularly. To fight this pandemic, governments have developed different policies, from which has emerged the problematic of human rights protection as it is stipulated in the international convention. The aim of this paper is to analyze the position of governments toward human rights.
