الضوابط القانونية لاختصاصات مجلس الأمن في التدخل لحماية حقوق الإنسان

Résumé: ملخص: من خلال التطور التاريخي لمسار الأمم المتحدة يلاحظ ان تدخل مجلس الأمن لحماية حقوق الإنسان خلال مرحلة الثنائية القطبية تميز بتقليص سلطاته،لكن بعد دخول العالم لنظام الأحادية القطبية وسيطرة الولايات المتحدة الأمريكية تغير دوره جذريا وتوسعت صلاحياته بشكل كبير تحت ذريعة الاعتبارات الإنسانية ،غير ان ميثاق الأمم المتحدة وضع له ضوابط قانونية حتى يتمكن من تحقيق أهدافه في إطار احترام الشرعية الدولية. Abstract: Through the historical development of the path of the United Nations, it is noted that the intervention of the Security Council to protect human rights during the bipolar phase was marked by the reduction of its powers, but after the world entered the unipolar system and the control of the United States of America its role changed radically and its powers expanded greatly under the pretext of humanitarian considerations, however, The Charter of the United Nations has established legal controls so that it can achieve its goals within the framework of respect for international legitimacy
