إشكالية الديمقراطية في الدول الريعية: حالة الجزائر

Résumé: توظف النخب الحاكمة في الدول ذات الاقتصاد الريعي عائدات الريع النفطي من أجل الاستمرار والبقاء في السلطة لفترة طويلة من الزمن، ما يستلزم توجيه وعرقلة المسار الديمقراطي، وهذا عن طريق انتهاجها مجموعة من الممارسات السلبية التي تخل بالجانب الديمقراطي وتعزز من بناء التسلطية، من هنا تكمن أهمية التطرق لهذا الموضوع من خلال معرفة كيفية انعكس توظيف الريع النفطي في الجزائر على مسار بناء الديمقراطية، خصوصا في مرحة الطفرة النفطية، على ضوء هذه الدراسة نستنتج أن متغير النفط الريعي أعاق الديمقراطية في الجزائر من خلال استشراء الفساد وانشار الزبونية السياسية و تمديد الحكم خارج اعراف الممارسة الديمقراطية باسم التنمية. This essay aims to study the problematic of democracy in rentier state, the case of Algeria, where we find that the political power in rentier-economy countries, employs oil revenue in order to remain in power for a long period of time, in exchange for directing and obstructing the democratic path by adopting a set of negative practices that disrupt the democratic side, wherein lies the importance of addressing this issue, though identifying how the employment of rentier economy in Algeria has reflected the democratic path. In light of the aforementioned, we conclude that the variable of rentier oil impedes democracy in Algeria and contributes to the emergence of authoritarian regime during the presidency of resigned President AbdelazizBouteflik.
