جائحة كورونا-2019 وسلاسل التوريد العالمية (التداعيات والحلول)

Résumé: هدفت هذه الدراسة بالاعتماد على المنهج الوصفي والتحليلي إلى البحث في أسباب اضطراب سلاسل التوريد العالمية أثناء جائحة كورونا 2019، وكذا ابراز مختلف الحلول والممارسات التي يتعيّن على منظمات الأعمال اتباعها من أجل ضمان تحسينها واستمرارها أثناء وبعد الجائحة. توصلت الدراسة إلى أنّ كل من قيود الإنتاج، قيود النقل والتحول في أنماط الاستهلاك المفروضة بفعل جائحة كورونا من بين أهم أسباب اضطراب سلاسل التوريد العالمية، حيث أدّى هذا إلى في ارتفاع الطلب على الإمدادات الطبية، في حين انخفض ذلك على سلاسل التوريد التصنيعية الأخرى، ممّا أحدث ركودًا حادًا في الاقتصاد العالمي عام 2020، وتعد إدارة مخاطر سلاسل التوريد وتصميم استراتيجيات لذلك خطوتين رئيسيتين لتحسين متانة ومرونة سلاسل التوريد في ظل الظروف التي تفرضها الجائحة، أمّا التقنيات الرقمية كالذكاء الاصطناعي، التعلم الآلي والبلوك تشين فإنها تعد أحد الحلول المقترحة لتحسين نظم المعلومات بغرض إدارة مخاطر سلاسل التوريد العالمية على المدى الطويل. This study which use the the descriptive and the analytical approach aimed to investigate the causes of disruption to global supply chains during the COVID-19 pandemic, as well as to highlight the various solutions and practices that business organizations must follow in order to ensure their improvement and continuity during and after this pandemic. The study found that production restrictions, transportation restrictions, and the shift in consumption patterns imposed by the COVID-19 pandemic are among the most important causes of disruption to global supply chains, as this led to an increase in demand for medical supplies, while this decreased for other manufacturing supply chains, which it caused a severe recession in the global economy in 2020, and managing supply chain risks and designing strategies for that are two major steps to improve the robustness and flexibility of supply chains in light of the conditions imposed by the pandemic, as for digital technologies such as artificial intelligence, machine learning and blockchain, they are one of the proposed solutions to improve information systems for the purpose of Long-term global supply chain risk management.
