دور الثقافة التنظيمية في تحقيق التخطيط الاستراتيجي بالمؤسسة

Résumé: الملخص: نهدف من خلال هذه الورقة البحثية إلى دراسة دور الثقافة التنظيمية في تحقيق التخطيط الاستراتيجي بالمؤسسة بتقديم دراسة وصفية تحليلية معتمدة على المنهج الوصفي التحليلي لإبراز مساهمة النسق الثقافي بالمؤسسة وأهميّته في تبني القيم الاستراتيجية داخلها، وبالتالي نجاح العملية التخطيطية ذات البعد الاستراتيجي. وقد تم التوصل إلى أن التخطيط الاستراتيجي فلسفة وثقافة قبل أن يكون ممارسة عَملية، تساهم الثقافة التنظيمية في ترسيخ قيّمه ومبادئه، وبذلك بناء ثقافة استراتيجية داعمة للتوجه العام للمؤسسة. فالتخطيط الاستراتيجي هو ثقافة تستند إلى قيم ومعايير ببعد استراتيجي تتطلب تحليل سوسيو-ثقافي للوصول إلى ماهيته. Abstract : We aim through this research paper to study the role of organizational culture in achieving strategic planning in the organization by presenting a descriptive and analytical study based on the descriptive analytical approach to highlight the contribution of the cultural system in the organization and its importance in adopting strategic values within it, and thus the success of the planning process with a strategic dimension. It has been concluded that strategic planning is a philosophy and culture before it is a practical exercise. The organizational culture contributes to the consolidation of its values and principles, thus building a strategic culture that supports the general direction of the institution. Strategic planning is a culture based on values and standards with a strategic dimension that requires socio-cultural analysis to reach its essence.
