تأثير المحاصصة الطائفية على بناء النظام الديمقراطي -حالة العراق 2003-

Résumé: ملخص: تعد المحاصصة الطائفية (السياسية )من الأساليب التي تعتمد لتوزيع المناصب في الحكومة بين المكونات والأطياف على أسس طائفية، و قد أستخدمت في العراق وصاية من الاحتلال الأمريكي، الذي إعتبرها الحل الأمثل للمشاكل السياسية وبناء نظام ديمقراطي في بلد كان تحت سيطرة حزب البعث، بينما رأى الكثيرين أنها تعد مشكلا و ليست حلا، و تهدف هذه الدراسة إلى تسليط الضوء على المحاصصة الطائفية، و توضيح مفهومها، و أهدافها، و فحص الخصائص التي تتميز بها، و كذا تأثيرها على بناء الدولة وطبيعة النظام السياسي في العراق بعد الإحتلال الأمريكي، و خلصت الدراسة إلى ضرورةالتطبيق الصحيح لأسس الديمقراطية التوافقية، من أجل تحقيق الاستقرار السياسي والقضاء على أزمات الهوية والصراع المذهبي. الكلمات المفتاحية: نظام المحاصصة، الطائفية، الديمقراطية التوافقية، بناء الدولة، العراق. Abstract: sectarian quota (political) is one of the methods used in Iraq to distribute positions in government among the components and sects on sectarian bases. It was used as a guardianship of the American occupation, whiche considered it the best way to solve the political problems and build a democratic regime in a country which was controlled by the Baath Party, While many saw it as a problem and not a solution. this study aims at highlighting sectarian quota and clarifying its concept, its goals and its characteristics .Also, it investigates its effect on building the nation and on the nature of the political system in Iraq after The American occupation. The study concluded that the principles of a consensual democracy must be properly applied to achieve political stability and to eliminate the crises of identity and doctrinal conflict.
