تكاليف الامتثال الجمركي بعد دخول نظام معلومات الجمارك الجزائرية الجديد حيز التطبيق

Résumé: هدفت الدراسة إلى تحديد العلاقة الموجودة بين تكاليف الامتثال الجمركي وتطبيق إدارة الجمارك الجزائرية لنظام معلوماتي جديد، ولهذا الغرض قمنا بتقديم النظام والمزايا التي يتيحها لكل من إدارة الجمارك والمتعاملين الاقتصاديين، ومن جهة أخرى عرجنا على موضوع الامتثال الجمركي، والذي يعتبر مصطلح لم تتعرض له كثيرا الأدبيات النظرية السابقة، وهذا حتي نتمكن من تحليل العلاقة بين تكاليف الامتثال الجمركي ودخول النظام المعلوماتي الجديد للجمارك الجزائرية حيز التطبيق، دون إجراء دراسة ميدانية لأن دخول النظام حيز التطبيق مازال في بدايته، وكل الأطراف المعنية لم تتأقلم معه بعد. وفي الأخير توصلنا إلى أنه سيسمح النظام الجديد من تقليص تكاليف الامتثال الجمركي بأبعادها الثلاث: النقدية، المتعلقة بالوقت والنفسية، وهذا بفضل الخصائص الرئيسية التي يتصف بها النظام الجديد على غرار: لا مادية الإجراءات الجمركية، استكمال الإجراءات الجمركية عن بعد، وكذا تسهيل وتبسيط إجراءات الجمركة، والتي ستحدث تغييرا جذريا في الممارسات الجمركية المتعلقة بالتجارة الخارجية في البيئة الجزائرية. The study aimed to determine the relationship between customs compliance costs and the implementation of the new Algerian customs information system called ALCES, for this purpose, we presented the new system and the avantages it provides for the customs administration as well as economic operators, on the other hand we reviewed customs compliance, which is a concept littile covered by previous studies, and this in order to be able to analyze the relationship customs compliance costs and the enty into force of the ALCES system, without conducting empirical study because the ALCES system is in the start up phase, and not all stakeholders have adapted to the system. Finally, we concluded that the ALCES systemwill allow us to reduce customs compliance costs in tehere three dimension: monetary, time related and psychological, and this thanks to the main characteristics of the ALCES system, such as: dematerialization of customs procedure, completing customs procedure remotely, as well as simplification and facilitation of customs procedure. Which will bring about a radical change in customs practices related to international tradein the Algerian environment.
