دراسة ميدانية عن تجربة ولاية البويرة في التنمية الريفية المستدامة من خلال تفعيل دور التنظيم التمثيلي ( دراسة مقارنة)

Résumé: لقد تطرقت في دراستي المتواضعة لموضوع التنظيم التمثيلي في الريف وعلاقته بالتنمية المحلية المستدامة، من خلال إبراز أهمية التنظيم في توطيد العلاقات الداخلية بين أفراد المنطقة، وتنظيم العلاقات الخارجية مع القرى الأخرى و الهيئات التمثيلية الأخرى، وانعكاس كل ذلك لعملية التنمية وقد اتخذنا البرنامج الوطني للمشاريع الجوارية للتنمية الريفية كمثال على ذلك. حيث تتمحور إشكالية الموضوع حول ومدى تفاعل الريفيين مع التنظيم؟ إلى أي مدى تواجد الهيئة التمثيلية يساعد في إبراز مشروع جماعي محلي؟وهل للتنظيم نفس الفعالية خلال المراحل الأخرى للمشروع، خاصة مرحلة الإنجاز؟ وصياغة فرضيتين اساسيتين: تمحورت الأولى حول أهمية الهيئة في تنظيم العلاقات الاجتماعية الداخلية للقرية وانعكاس ذلك على علاقاتها الخارجية.(خارج القرية) ومدى تأثير التنظيم والهيئة التي تمثله، على العلاقات الاجتماعية الداخلية للمنطقة وانعكاس ذلك على علاقاتها الخارجية(المناطق المجاورة والإدارة). حيث تمت الدراسة الميدانية في ولاية البويرة باعتبار النمط الريفي والزراعي الذي تتميز به هذه المنطقة والتي تعد في نفس الوقت مركز مرور مما يعرضها للكثير من التأثيرات الخارجية التي تؤثر على نمط عيشها وثقافتها وخاصة التنمية المحلية. الكلمات المفتاحية: التنمية والتنمية الريفية، الجمعية والتنظيم، المشروع Abstract: In my humble study about the representative organization in the countryside and its relation to sustainable local development. I highlighted the importance of the organization in strengthening the internal relations between the members of the region and the organization of external relations with other villages and other representative establishment . All of this, is reflected in the development process. Thus, we have taken the National Program for Neighborhood Projects for African Development as an example. The problematic is the question of how rural people interact with this organization ? To what extent does the representative establishment help to display a local collective project ? And does the organization have the same effectiveness during the other stages of the project, mainly, the completion phase? The formulation of two basic assumptions is as follows: The first focused on the importance of the organization in organizing the internal social relations of the village and its reflection on its external relations (outside the village) and the impact of the organization and the establishment that it represents on the internal social relations of the region and its reflection on its external relations (neighborhoods and administration). The field study was conducted in Bouira-city, considering the rural and agricultural pattern that characterizes this area, which is at the same time a traffic center, which expose it to many external influences that affect the way of its life and its culture, especially its local development.
