آليات مكافحة جريمة التنمر الإلكتروني والوقاية منها في القانون الجزائري و القوانين المقارنة

Résumé: ملخص في عصر الثورة المعلوماتيةـ، أصبح ما يعرف بـ: "التنمر الإلكتروني" أحد أخطر التهديدات التي تواجه الأفراد والمجتمعات، حيث يتجاوز حدود الإساءة اللفظية، ليصير جريمة منظمة ذات آثار نفسية وقانونية جسيمة. ومع تطور التكنولوجيا و ظهور مواقع التواصل الاجتماعي وقوة تأثيرها على القضايا الاجتماعية، ظهر نوع التنمر الالكتروني بشكل اكثر حدة، فاصبح مشكلة عصرية ذات آثار سلبية كبيرة، سواء على مستوى المتنمرين او الضحايا، ففي ظل تنامي هذه الظاهرة الخطيرة، تعاني العديد من الدول من افتقار تشريعاتها لنصوص فعالة لمعالجة و مكافحة هذه الجريمة للحد من تناميها، او حتى آلية للوقاية منها. Abstract In the age of the information revolution, what is known as "cyberbullying" has become one of the most serious threats facing individuals and societies. It goes beyond verbal abuse to become an organized crime with serious psychological and legal repercussions. With the advancement of technology, the emergence of social media, and their powerful influence on social issues, cyberbullying has become more se vere, becoming a modern problem with significant negative repercussions for both bullies and victims. In light of the growing threat of this dangerous phenomenon, many countries lack effective legislation to address and combat this crime, limit its growth, or even provide a mechanism for its prevention.
