مخططات التهيئة السياحية كآلية قانونية للتنمية المحلية المستدامة - دراسة تحليلية لولاية البليدة –

Résumé: تعتبر التهيئة السياحية ذو أهمية قصوى للتنمية المحلية حيث منح المشرع للإدارة المحلية سلطة التسيير المحلي وتثمين الموارد المتاحة عن طريق البرامج والمخططات الوطنية التي ترسمها الهيئات المركزية قصد تحقيق التنمية الوطنية الشاملة لمختلف المجالات، حيث تعتبر التنمية السياحة مقصد وطني تعول عليه الدولة لتجعل من الجزائر وجهة سياحية، وتعد المخططات السياحية أداة لتجسيد هذا المسعى ضمن مناطق التوسع السياحي. تهدف هذه الدراسة إلى التعرف على واقع التنمية المحلية بولاية البليدة من منظور مخططات التهيئة السياحية كآلية ووسيلة قانونية، باعتبارها ولاية تقع ضمن قطب الإمتياز السياحي " شمال-وسط". كلمات مفتاحية: التنمية المحلية، التهيئة السياحية، مناطق التوسع السياحي. Abstract: Tourism preparation is of paramount importance for local development, as the legislator granted the local administration the authority of local management and valuation of available resources through national programs and plans drawn up by central bodies in order to achieve comprehensive national development in various fields, and tourism development is a national destination for the state to rely on to make Algeria a tourist destination Tourism plans are a tool to embody this endeavor within the areas of tourism expansion. This study aims to identify the reality of local development in the state of Blida from the perspective of tourism preparation schemes as a legal mechanism and means, as it is a state located within the pole of tourism concession "North-Central".
