تصور حوكمة الحوسبة السحابية في المؤسسات الحكومية

Résumé: هدفت هذه الدراسة إلى وضع تصور لتبنّي آليات وضوابط وإطار يحكم استخدام الحوسبة السحابية في المؤسسات الحكومية، في ظل الاعتماد المتزايد لتكنولوجيا المعلومات والاتصال من قبل المؤسسات بشكل عام والإدارات الحكومية للدول بشكل خاص تماشيا مع تعزيز تطبيق الإدارة الإلكترونية أو الحكومة الإلكترونية، وتندرج تحت هذا الإطار تكنولوجيا الحوسبة السحابية التي تعتبر خدمة من خدماتها، وتقنية حديثة ومتطورة تعتمد عليها المؤسسات اليوم بغرض تحقيق كفاءة أكبر، من خلال تقليل تكاليف الاعتماد على الأجهزة والحواسيب إلى الاعتماد على خدمات الإنترنت في تخزين البيانات ونقلها بالسرعةالمطلوبة. وتوصّلت إلى ضرورة وضع آليات وضوابط في إطار الحوكمة تتمثل أهمها في تبنّي سياسة حكومية للحوسبة السحابية، واعتماد هيئة حوكمة للحوسبة السحابية تتولى وضع المعايير والقوانين المنظمة ومتابعة تنفيذها، إضافة إلى اعتماد بنية تحتية حكومية للحوسبة كمراكز بيانات حكومية تفاديا لمخاطر تخزين البيانات في مراكز بيانات لمزود الخدمة. This study aimed to put a vision to adopt mechanisms and a framework that governs the use of cloud computing in government institutions, depending on the increasing use of information and communication technologies (ICTs) in business in general and in state governments in particular, and in accordance with the adoption of e-government by governments. Cloud computing is a modern, sophisticated IT service and technology that businesses rely on by reducing the cost of using computers and hardware, and relying on the use of Internet services to store and transmit the data as quickly as necessary. It has reached the need to adopt mechanisms and framework of governance, the most important of which is the adoption of a government policy for cloud computing, the adoption of the cloud computing governance committee, which sets standards and regulations and monitors their implementation, in addition to the adoption of government infrastructure for cloud computing as government data centers to avoid data storage risks in the data centers of the service provider.
