دور الجمارك في مكافحة الاتجار الغير مشروع بالنفايات الخطرة
Résumé: الملخص: لقد اندمجت الجمارك مع مختلف الفاعلين للمساهمة في حماية البيئة عموما، ومكافحة الاتجار الغير مشروع بالنفايات الخطرة خصوصا، ويبرز دورها في هذا المجال على مستويين، دوليا من خلال تنفيذ أحكام اتفاقية بازل، والتعاون بين المنظمة العالمية للجمارك وأمانة اتفاقية بازل من جهة، ووطنيا من خلال تطبيق الأحكام التشريعية والتنظيمية المتعلقة بمراقبة عمليات استيراد وتصدير النفايات الخطرة، ومكافحة تهريبها من جهة أخرى. Abstract: Customs merged with various actors to contribute to protecting the environment in general, and combating illegal trafficking in hazardous waste in particular.The role of customs in this area is evident on two levels.Internationally by implementing the provisions of the Basel Convention, and cooperation between the World Customs Organization and the Secretariat of the Basel Convention on the one hand. Nationally, through applying the legislative and regulatory provisions related to controlling the import and export of hazardous waste, and combating its smuggling on the other hand.
