رقمنة أرشيف الجامعات الجزائرية في ظل التوجه نحو الإدارة الإلكترونية

Résumé: يتناول هذا البحث موضوع رقمنة أرشيف الجامعات الجزائرية في ظل التوجه نحو الإدارة الإلكترونية، على اعتبار أن الاعتماد على التسيير الإلكتروني للوثائق هو ركيزة أساسية في تجسيد الإدارة الإلكترونية، ومن المعروف أن أول عملية في هذا المجال هي رقمنة الوثائق، ومن هذا المنطلق ندرك أهمية موضوع هذه الورقة العلمية التي يحاول الباحث من خلالها التطرق إلى أهمية رقمنة الأرشيف الجامعي وعلاقته بالإدارة الإلكترونية، مع الإشارة إلى واقع مشاريع رقمنة الأرشيف على مستوى الجامعات الجزائرية وما تواجهه من تحديات، ليصل البحث إلى مجموعة من النتائج من أهمها تأخر الأرشيف الجامعي في الالتحاق بالإدارة الإلكترونية خصوصا مع عدم تسجيل أي مشروع لرقمنة الأرشيف في أي من الجامعات الجزائرية، ومن ثم تقديم جملة من المقترحات التي من شأنها أن تسهم في معالجة المشكلات المطروحة، فضلا عن تهيئة الظروف المناسبة لإنجاح عملية الانتقال الرقمي في الأرشيفات الجامعية. This research deals with the issue of digitizing the archives of Algerian universities in light of the trend towards electronic management, considering that reliance on electronic document management is an essential pillar in the embodiment of electronic management, it is known that the first process in this field is the digitization of documents, from this standpoint, we realize the importance of the topic of this scientific paper, through which researcher are trying to address the importance of digitizing the university archive and its relationship to electronic management, with reference to the reality of archive digitization projects at the level of Algerian universities and the challenges they face, the research reached a set of results, the most important of which is the delay of the university archive in joining the electronic administration, especially with the failure to register any project to digitize the archive in any of the Algerian universities, and then presenting a set of proposals that would contribute to addressing the problems at hand, as well as creating the appropriate conditions for the success of the digital transition process in university archives.
