سياسة السكن الريفي في الجزائر

Résumé: إنّ توفير السكن اللائق والملائم يعتبر هاجسا يشغل بال المواطن في مختلف الدول، حيث توليه الحكومات أهمية بالغة وذلك لما له من أهمية في توفير الأمن والاستقرار وتحقيق السلم الاجتماعي، وانعكاسات ذلك على الجانب الاقتصادي بصورة عامة، ومنه المساهمة في تحقيق التنمية الشاملة بصفة عامة والتنمية المحلية بصفة خاصة. يعد قطاع السكن واحدا من أهم القطاعات التي تحظى باهتمام كبير و واسع سواء من قبل الدولة أو المواطن، فهذا الأخير يعتبر السكن من الضروريات التي يعجز عن العيش بدونها كونه يشكل ركنا أساسيا في حياته، لذا فهو يسعى دوما لتوفير سكن لائق يضمن له الاستقرار والعيش بكرامة. وتماشيا مع النمو الديمغرافي المستمر، ازدادت حدة الطلب عليه وعرف عدة تطورات وتعقيدات في آن واحد، وأصبح الهاجس والعائق الأكبر لكثير من المجتمعات في نموها الاقتصادي والاجتماعي، هذا ما يبرر الاهتمام الكبير والمتزايد الذي توليه الدول لقطاع السكن من خلال تبني سياسات وبرامج سكنية مختلفة تهدف النهوض بواقع القطاع وحل مختلف مشاكله. The provision of adequate and adequate housing is a concern of concern to citizens in various States, where Governments attach great importance to the importance of providing security, stability and social peace, and its implications for the economic aspect in general, including contributing to inclusive development in general and local development in particular. The housing sector is one of the most important sectors of great interest and great concern both by the State and by citizens. Housing is one of the necessities without which it is unable to live as a cornerstone of its life, so it always seeks to provide decent housing that ensures stability and dignity. In line with sustained demographic growth, demand has intensified and several developments and complexities have been identified simultaneously, and many societies' greatest concern and obstacle to their economic and social development justifies the considerable and growing attention that States are paying to the housing sector through the adoption of various housing policies and programmes aimed at promoting the realities of the sector and solving its various problems.
