اختصاصات اللجان التعاهدية الأممية لحماية حقوق الإنسان

Résumé: الملخص: نصت المعاهدات الدولية الأساسية لحقوق الإنسان على لجان تسهر على رصد تنفيذها، تتألف من خبراء مستقلّين مشهود لهم بالكفاءة في مجال حقوق الإنسان، تُعينهم أو تنتخبهم الدول الأعضاء، لفترات محدّدة قابلة للتجديد تمتدّ على أربع سنوات، وتُجرى انتخابات لنصف عدد الأعضاء كل سنتين. من أجل القيام بمهامها، تملك هذه اللجان العديد من الآليات، منها ما هو مشترك بين جميع لجان رصد المعاهدات الدولية الأساسية لحقوق الإنسان، كآليتي: إصدار التوصيات العامة ونظر التقارير، ومنها ما تختص به بعض اللجان فقط، كآليتي: تلقي الشكاوى وإجراء تحقيقات. Abstract: The core international human rights treaties provide for committees to monitor their implementation. These consist of independent experts of recognized competencies in the field appointed or elected by member states for specific renewable mandates that extend over four years. Elections are held for half of the members every two years. Some of the tasks’ mechanisms are common to all the monitoring committees of the basic international human rights treaties like those of presenting suggestions and general recommendations, and of considering reports. Others include what some committees specialize in such as mechanisms of receiving individual complaints and conducting investigations.
