دور الاستثمارات الأجنبية المباشرة في نقل و ترقية تكنولوجيا الإعلام والإتصال بالجزائر خلال الفترة (2000_2018)م

Résumé: ملخص: تهدف هذه الدراسة إلى تسليط الضوء على واقع الإستثمارات الأجنبية المباشرة في نقل و ترقية تكنولوجيا الإعلام والإتصال بالجزائر خلال فترة(2000_2018)م، من خلال إنجاز دراسة مقارنة بين متعاملي الهاتف النقال الثلاث باعتبار كلا من مؤسسة أوراسكوم تيليكوم الجزائر (جازي) والشركة الوطنية للاتصالات الجزائر (أوريدو) عبارة عن استثمارات أجنبية مباشرة، واتصالات الجزائر (موبيليس) تمثل الإستثمار المحلي. خلصت الدراسة على أن الإستثمارات الأجنبية المباشرة تأخذ حصة الأسد في نقل وترقية تكنولوجيا الإعلام والإتصال بالجزائر بالمقارنة مع الإستثمارات المحلية، لكن تجدر الإشارة بأن هذه المساهمة رغم أهميتها إلا أنها مازالت بعيدة عن المستوى المطلوب، على هذا الأساس ضرورة سعي الجزائر لترقية البنى التحتية والاهتمام بتطوير أرس المال البشري بغية استيعاب التكنولوجيا الحديثة. إلى جانب ضرورة العمل على إصلاح السوق النقدي والمالي إضافة إلى عقد المزيد من الاتفاقيات الثنائية والدولية منها. Abstract: This study aims to shed light on the reality of foreign direct investments in the transfer and promotion of information and communication technology in Algeria during the period (2000-2018) AD, through the completion of a comparative study between the three mobile phone operators, given that both Orascom Telecom Algeria (DJAZY) and the National Telecom Company Algeria (Ooredoo) is foreign direct investment, and Algeria Telecom (Mobilis) represents local investment. The study concluded that foreign direct investments take the lion's share in the transfer and promotion of information and communication technology in Algeria compared to local investments. Human capital in order to absorb modern technology, in addition to the need to work on reforming the monetary and financial market, in addition to concluding more bilateral and international agreements. Résumé: Cette étude vise à éclairer la réalité des investissements directs étrangers dans le transfert et la promotion des technologies de l'information et de la communication en Algérie durant la période (2000-2018) AD, à travers la réalisation d'une étude comparative entre les trois opérateurs de téléphonie mobile, considérant que tant Orascom Télécom Algérie (DJAZY) que la Société nationale des télécommunications Algérie (Ooredoo) sont des investissements directs étrangers, et Algérie Télécom (Mobilis) représente des investissements locaux. L'étude a conclu que les investissements directs étrangers se taillent la part du lion dans le transfert et la promotion des technologies de l'information et de la communication en Algérie par rapport aux investissements locaux.L'argent humain afin d'absorber la technologie moderne. En plus de la nécessité de travailler sur la réforme du marché monétaire et financier, en plus de conclure davantage d'accords bilatéraux et internationaux.
