الشراكة بين القطاعين العام والخاص ودورها في تحسين بيئة أعمال القطاع الخاص في اليمن

Résumé: ملخص: هدفت الدراسة الحالية إلى معرفة دور الشراكة بين القطاعين العام والخاص في تحسين بيئة أعمال القطاع الخاص في اليمن, من خلال استعراض التجارب الناجحة لعدد من الدول المتقدمة والنامية في مجال الشراكة والاستفادة منها, والتعرف على واقع القطاع الخاص في اليمن, وتقييم بيئة أعماله من خلال عدد من مؤشرات الأعمال الدولية, واقتراح عدد من الإجراءات لتحسينها. توصلت الدراسة إلى عدد من النتائج منها: نجاح العديد من الدول المتقدمة والنامية في مجال الشراكة بين القطاعين العام والخاص جاء نتيجة لتوفير متطلبات وبيئة أعمال ملائمة لنجاح الشراكة, وبيئة الأعمال في اليمن صنفت في التقارير الدولية لسهولة ممارسة الأعمال, والحرية الاقتصادية, ومدركات الفساد بأنها تتسم بأداء منخفض جداً وضعيفة اقتصادياً, ومن الدول الأكثر فساداً, كما توصلت إلى تراجع نشاط القطاع الخاص وارتفاع تكلفة ممارسة أعماله. وفي ضوء النتائج التي توصلت إليها الدراسة تم وضع عدد من التوصيات أهمها: وضع استراتيجية للشراكة بين القطاعين العام والخاص, وإعداد الأطر القانونية والتشريعية, والمؤسسية, والتنظيمية اللازمة لنجاح الشراكة, ووضع سياسات وبرامج اصلاحية هيكلية وتنفيذها. Abstract: The current study aimed to identify the role of public-private partnership in improving the private sector business environment in Yemen, by reviewing the successful experiences of a number of developed and developing countries in the field of partnership and benefit from them, identify the reality of the private sector in Yemen, evaluate its business environment by a number of international business indicators, and propose a number of measures to improve it. The study reached a number of results, including: The success of many developed and developing countries in the field of partnership between the public and private sectors came as a result of providing requirements and an appropriate business environment for the success of the partnership, and the business environment in Yemen was classified in international reports of ease of doing business, economic freedom, and perceptions of corruption it is characterized by a very low performance, a weakness economic, and one of the most corrupt countries, and also reached a decline in the activity of the private sector and an increase cost of doing business. In light of the results reached by the study, a number of recommendations were made, the most important of which are: developing a strategy for partnership between the public and private sectors, preparing the legal, legislative, institutional, and regulatory frameworks necessary for the success of the partnership, and developing and implementing structural reform policies and programs.
