Résumé: The change inthe semiotic structure of the web from Web 1.0 which based on mono content production to the Web 2.0 of open sources, which enables the user to produce and reproduce the informational contents, as well as many changes in the informatics environment, and that made the informational public field more embodiment to Athénian democracywhich gives each person the right to express his opinion, and as an argument to" in the head of every person there is an idea deserves to be read , hear or be blogged", and since the journalistic informational work is a part of the sociological phenomenon of this shift in the Web version in particular, it has become necessary to focus on this important aspect of interactive phenomenon within informatics environment. And to understand how the user lives this evolution in his new possibilities of expression, as well as development in the informational process based on the (contact), this descriptive bibliographical study will aim to introduce some parts of the new informational phenomenon, which focuses on the user as an effective authority in the informational process through all its stages, as well as the gains and the risks involved in this transformation.
