إمكانية تحقيق الاستدامة المالية في الجزائر في ظل القانون العضوي 18/15 المتعلق بقانون المالية

Résumé: يهدف البحث إلى تحليل واقع نظام التسيير الميزانياتي الحالي في الجزائر، ونقائص القانون 17/84 المتعلق بقوانين المالية، ومحتوى الإصلاحات المنتهجة في إطار عصرنة النظام الموازني التي انطلقت فيها وزارة المالية، لما ستحدثه من نقلة نوعية في أداء ميزانية الدولة وفعاليتها، ويضمن تحقيق الاستدامة المالية، وقد اعتمدنا في هذه الدراسة على المنهج الوصفي التحليلي من خلال وصف متغيرات الدراسة في المحور النظري الذي نلخص فيه أهم المفاهيم، والجانب التطبيقي من خلال جمع الإحصائيات وتحليلها لقياس الاستدامة المالية، وتوصلنا إلى أن الوضع المالي في الجزائر لا يتسم بالاستدامة المالية في ظل الظروف الراهنة والتبعية للجباية البترولية، وأن العمل على تجسيد المشروع على أرض الواقع، والذي أقرته الحكومة بداية من سنة 2023 أصبح ضروريا، من خلال تفعيل القانون العضوي 15/18، وتسيير الميزانية بمنطق التنائج. The research aims to analyze the reality of the current budget management system in Algeria, the shortcomings of Law 84/17 related to finance laws, and the content of the reforms adopted in the framework of modernizing the budget system in which the Ministry of Finance was launched, because it will bring about a qualitative leap in the performance and effectiveness of the state budget, and ensure the achievement of financial sustainability. In this study, we have relied on the descriptive analytical approach by describing the variables of the study in the theoretical axis in which we summarize the most important concepts, and the practical side by collecting and analyzing statistics to measure financial sustainability, of petroleum taxation, and that working to embody the project on the ground, which was approved by the government starting in the year 2023, has become necessary, by activating the Organic Law 15/18, and managing the budget according to the logic of results.
