اثر الحوكمة الرشيدة في القطاع العام على تكوين رأس المال الثابت في الدول العربية دراسة قياسية باستعمال بيانات البانل

Résumé: مستخلص: هدفت الدراسة إلى معرفة العلاقة بين تكوين رأس المال الثابت والحوكمة في القطاع العام وذلك من خلال استخدام البيانات المقطعية (Penal) لمجموعة من الدول العربية خلال فترة 2007-20017؛ وقد استخدمت هذه الدارسة نموذج الآثار الثابتة (FEM) لتوضيح العلاقة بين تكوين رأس المال ومؤشرات الحوكمة ،وبعد تحليل البيانات ببرنامج EVEWS 9 . وخلصت الدراسة أن كل من فعالية الحوكمة ،تعزيز المشاركة والمساءلة ،جودة التشريعات وتطبيبقها ،و مكافحة الفساد لها اثر موجب على تكوين رأس المال الثابت وذات دلالة إحصائية في حين أن كل من الاستقرار السياسي و سيادة القانون ليس لديهما دلالة إحصائية. الكلمات المفتاحية: رأس المال الثابت، الحوكمة، القطاع العام، النمو الاقتصادي . Abstract: This study examined the relationship between the formation of fixed capital and governance in the public sector through using the data of the (Penal) of a group of Arab countries during the period 2007-20017. This study used the FEM model to examine the relationship between the formation of capital and governance indicators, after analyzing the data in EVEWS 9. The study concluded that the effectiveness of governance, the participation and accountabilityenhancement, the quality and application of legislation and the combat of corruption have a positive impact on the formation of the fixed capital and political stability while the rules of law have no statistical significance.
