دور الحوكمة في تفعيل مساهمة البنوك الإسلامية في التمويل الإسلامي

Résumé: يهدف هذا المقال إلى تسليط الضوء على دور الحوكمة في تفعيل مساهمة البنوك الإسلامية فيما يخص التمويل الإسلامي، خاصة مع نمو و انتشار الصناعة المصرفية الإسلامية في السنوات الأخيرة، وتطور أدواتها التمويلية، باعتبار الحوكمة كضرورة ملحة من أجل مراقبة البنوك عامة و البنوك الاسلامية خاصة، و يستلزم هذا وضع معايير للحوكمة كي تطبق في المؤسسات المالية والبنوك الإسلامية على غرار ما هو موجود في المؤسسات العالمية التقليدية ، فتم تقديم دراسة عامة حول كل من الحوكمة و البنوك الإسلامية من تعريف، خصائص و مبادئ ، و مصادر التمويل الداخلي و الخارجي للبنوك الاسلامية، و كذا صيغ التمويل فيها، و توضيح لكيفية تطبيق الحوكمة في البنوك الإسلامية بإبراز المبادئ التي تتفق فيها البنوك الإسلامية مع غيرها من البنوك، و مظاهر الحوكمة لدى البنوك الإسلامية، مع الإشارة إلى المبادئ الإرشادية لضوابط إدارة المؤسسات التي تقدم خدمات مالية إسلامية التي صدرت سنة 2006م. This article aims to highlight the role of governance in the activation of the contribution of the Islamic banks in respect of Islamic finance, especially with the growth and spread of Islamic banking industry in recent years, the evolution of the financing tools of governance, as an urgent necessity for the control of the public banks and Islamic banks, this requires the development of criteria to be applied in the governance of financial institutions, Islamic banks like what is found in the traditional global institutions, thus providing a general study on all of the governance and the Islamic banks of the definition, properties and principles, and external and internal sources of funding Islamic banks, and so the funding formulas to these banks, and how the application of governance in the Islamic banks by highlighting the principles agreed by the Islamic banks with other banks, and The manifestations of governance to Islamic banks, with reference to the guiding principles of the controls over the administration of the institutions offering Islamic financial services by the year 2006.
